You could get one in Japan by using the little known (in Europe and America) mobile phone attachment which let you trade pokemon over the mobile phone network and gave you the GS ball for free. I think you put it on the shrine in Iilex forest and then Celebi appears at level 50. Something like that anyway. It sounds like rubbish but I can assure you it’s true, google it.
But you can’t get one nowadays using even a Japanese version of crystal because they took the mobile trading thing offline.
